Smart City Strategy of Korea - ② Infrastructure Building

Today, we will look into the history of Korea’s Smart City following the  Smart City Strategy of Korea. 

The second strategy is to establish the basic infrastructure for a smart city.

Korea is currently working on national R&D program for smart cities based on data and AI . This plan is to invest a total of 130 million dollars for five years from 2018. 

This project consists of three phases

The first one is data model and hub technologies.

And the second and third are experiments on diverse solution in two places, Daegu and Siheung based on first R&D outcomes.

For R&D project, a total of 76 universities, companies and research institutions take part

 led by the major company like SKT and KT.

The goal is to spread this basic platform to a total of 229 local governments by 2023.

There is also a plan to diversify aligned public services that are provided by using the platform.

The human resources is also important.
We will provide scholarships and internships for students majoring in smart cities

in partnership with six universities in Korea

Smart City Strategy of Korea - ① Specialized City Design

Today, we will look into the smart city strategy of  Korea.  

First strategy is special city design  

We show a national pilot city project for new city building.

The national pilot city project is a forward-looking smart city model

where various cutting-edge technologies are clustered on an empty land

There are two cities in the project: Living Zone No.5-1 in Sejong and Eco-Delta City in Busan. The master planners are Brain scientist and data specialist.

First, Sejong City.

Sejong plans to form a smart city based on the AI-based city concept

that transforms its citizens’ day-to-day life through seven innovative factors,

namely, mobility, healthcare, education, energy and others.

One of the most important services in Sejong is mobility.

In Sejong, in some areas we have plans to utilize smart mobility such as personal mobility and autonomous-driving shuttles. 

Moreover, we would also introduce a service called “MaaS” that connects all transportation such as bus, taxi, bike and PM into a single platform.

Another important service is healthcare.

Sejong will function as a single large-scale hospital

For example,

there is a plan to provide customized treatment immediately provided upon the arrival of patients by providing the patient’s conditions in real time on their dispatch to the hospital while dispatching ambulances and providing rescue services in optimal paths

when emergencies occur.

The next project is Eco Delta City national pilot project for Busan.

For Busan, a state-of-the-art waterfront city will be built based on

10 innovative factors including robots, water and energy based on the data and AR.

There is a plan to turn Busan into a world-class robotic city where robots are utilized throughout citizens’ lives such as delivery, care, and parking and robot-friendly infrastructure is installed to support developing the robotic industry.

Also important thing is water.

The latest technologies will be applied to the entire water circulation process in the city

ranging from rainwater collection to water purification and recycling.

The goal is to turn Busan into an eco-friendly city where the water can be reused 100%.

Next, we introduce to you the Smart City Challenge program for the existing cities.

This project supports for private companies to explore the creative solutions for urban 

problems.

For example,

Incheon City plans to establish the “demand-response transportation system”

that changes bus routes depending on the real-time passenger volume

in partnership with Hyundai Motors.

We will support Funding for planning & pilot project in first year

And expansion in second year after competition.

Smart City Strategy of Korea

We will take a look at the implementation strategies for smart cities in Korea

based on such strengths and experiences.

Through smart cities,

Korea is committed to strengthening global cooperation by setting up an innovative ecosystem while solving urban problems and pursuing inclusive cities to embrace all citizens.

We have for strategies for these.

First, we form a customized smart city model suited to a new city and the existing one.

Second, we establish the foundation such as R&D and human resources.

Third, we implement various policies such as regulatory improvement to set up an ecosystem.

Fourth, we establish a global network to share insights and experiences with other countries.

Current Status of Korea’s Smart City Promotion (Municipalities) Episode 2

Many local governments in Korea have formed task force teams to pursue various Smart City related projects.

As of June 2019, 78 municipalities across the country have established task force such as Smart City departments and teams, and the number is increasing rapidly in recent years. There are some 60 local governments that are promoting government funded smart city projects.

Status of Task Force: 10 in 2014 → 34 in 2018 → 78 in 2019 (17 metropolitans +61 cities)

Smart services and business types are also diversifying.

In 2014, two sectors, including crime/disaster prevention (35%), accounted for 67%. However, recently, it is diversified with 24% of crime/disaster prevention, 22% of transportation, 15% of administration, 15% of environment, energy and water resources, 8% of facility management and 7% of health and welfare.

Current Status of Korea’s Smart City Promotion (Policy Direction) Episode 1

The Korean government is committed to promote Smart City policies. Korea enacted relevant laws to support smart city development in 2008.

Based on the experiences of building U-City since the early 2000s, the Korean government has selected eight businesses to lead innovative growth with a view to preemptively responding to the 4^th Industrial Revolution and securing new growth engine for the future.

The eight industries to lead innovative growth are Smart Factory, Bio Health, Pin Tech, Future Car, Smart City, Smart Farm, Energy New Industry and Drone.

In addition, the three major strategic investment fields, such as data economy, artificial intelligence, and hydrogen economy are working on innovative talent training in cooperation with the eight leading businesses.

Korea provided a variety of exemptions by revising the relevant legistrations last year and this year in order to foster new industries such as autonomous vehicles in the pilot cities, drone and new renewable energy as well as to utilize personal information.

Moreover, Korea is promoting the introduction of ‘Smart City Regulatory Sandbox" that eliminates all of the regulations to help combining technologies and services required in the region without restrictions.

Korea's smart city policies are gradually expanding and evolving in accordance with the changing conditions.

Strengths of Korea’s Smart City (Episode 2)

Today, we will look into the Strengths of Korea’s Smart City following the Episode 1. We show you three representative solutions

Example 1) Integrated Smart City Data Platform

The first example is the Integrated Smart City Data Platform.

Since the adoption of this platform,

the Smart City Integrated Operation Center has been able to provide

such information as real-time on-site videos and traffic data

to police and emergency agencies, and support prompt responses.

In fact, Daejeon City could reduce the crime rate and shorten the dispatch time of ambulances!

Example 2) Smart Transportation

Second, we have various transportation solutions.

In particular, we use One-pass transportation card

for using buses, subway lines, highways nationwide.

It has dramatically raised convenience for citizens.

The excellence of the transportation card

and the Bus Information System(BIS) were recognized abroad,

so they were even exported to Bogota and Bangkok

  

Example 3) Zero Energy Housing

Third, energy solutions.

As a part of a testbed project,

we build a zero-energy housing complex of 115 households in Seoul.

As a result, they could save 74% of the energy by applying passive technologies

including super insulation and air-tightness.

The project achieved also zero energy

by using renewable energies including PV and geothermal energy.

  

Strengths of Korea’s Smart City (Episode 1)

Today, I would like to tell you about Korea’s strengths that enable the country to lead Smart City industry in the global market.

First, Korea is IT technology-friendly country.

Korea has the highest penetration rate of smartphones in the world, and has ranked the second in ICT development index. In addition, Korea is well equipped with IT ecosystem ranging from global companies such as Samsung and LG to ventures and start-ups.

Have you heard of Ms. Park Mak-rye (Korea Grandma)? She is a 72-year-old famous and popular Korean Youtube star that Youtube CEO and Google CEO wanted to meet in person. With her story, you can imagine how easy it is to use the Internet in Korea in everyday life regardless of age.

Second, Korea has an experience of creating U-City, the early model of smart city, in the early 2000s.

U-City is a futuristic city of the 21st century that enables services such as one-stop administrative services, automated transportation, security, disaster prevention systems, and residential home networking by integrating advanced IT infrastructure and ubiquitous information service into urban space.

With these experiences, Korea has many convenient and advanced technologies in the world, including the technology providing real-time traffic information through mobile apps.

Third, the Korean government is committed to promote Smart City policies.

In 2017, President Moon Jae-in announced autonomous cars, drones and smart cities as Korea's innovative growth engines. Moreover, he proposed the creation of world-class futuristic smart cities in the wasteland as national pilot projects.

Ministry of Land, Infrastructure and Transport is pushing forward the promotion strategy (established in January, 2018) for creation and expansion of smart cities customized for each stage of urban growth, including the national pilot cities (Sejong and Busan).
